Sophia-Antipolis, 6-7 October 2011: the third workshop on the “Project of energy conservation indicators” organized in partnership with Regional Centre for Renewable Energy and Energy Efficiency (RCREEE).
On October 6th and 7th 2011, was held in Plan Bleu’s headquarters in Sophia Antipolis (France) the third workshop on the “Project of energy conservation indicators” organized in partnership with Regional Centre for Renewable Energy and Energy Efficiency (RCREEE).
This project concerns 10 Southern Mediterranean countries and MENA region, namely: Algeria, Egypt, Jordan, Lebanon, Libya, Morocco, Palestinian territories, Syria, Tunisia and Yemen.
This project is co-funded by the European Investment Bank and aims to contribute to the construction of energy efficiency indicators and to interpret them for the overall Southern Mediterranean region.
Nearly thirty people took part in these two days work, representing the 10 countries involved in this project as well as the associated organizations and most particularly the RCREEE center (represented by Mrs. Amel Bida) and the Medenec project (Mrs. Florentine Visser). The studies undertaken in each country have been carried out under the technical coordination of Alcor (represented by Mr. Rafik Missaoui and Mr. Hassen Ben Hassine).
Plan Bleu’s energy programme officer (Ferdinand Costes), environmental economics programme officer (Nathalie Rousset) and Indicators programme officer (Jean-Pierre Giraud) facilitated this workshop with RCREEE and Alcor.
In his opening speech, Hugues Ravenel, Plan Bleu’s officer in charge, reminded to all participants the objectives of this work, notably in the framework of all the energy ongoing studies consolidation. He mentioned the importance of indicators sharing between the countries.
Mrs. Amel Bida, RCREEE representative, reminded the link between the work of this group and Energy Efficiency National Plans (included in Nationally Appropriate Mitigation Actions, NAMA) that are under development by the countries, especially in the framework of the League of Arab States’ energy efficiency directive. In this context, indicators must be useful elements in the orientation of energy efficiency actions as well as in these plans’ monitoring.
- The main objective of Plan Bleu/RCREEE project is to contribute to the construction of energy efficiency indicators and to interpret them for the entire region, drawing on similar to those developed in the European Union countries and those implemented in the Tunisian experience. This project’s two previous workshops allowed to consolidate the experiences and to develop the experience sharing on the methodologies necessary for the indicators construction.
- Following the second workshop – which took place in Cairo last April – each national team continued to collect data and integrate them in a calculation tool producing indicators.
Thus, this workshop’s programme was articulated around:
- National presentations by the experts teams on the works progress, the difficulties encountered, the lessons learned.
- The validation of the data and calculated indicators in order to finalize the national and regional reports drafting phase.
- The exchanges on these indicators’ possible forms of restitution in regional harmonization logic, while also considering each country specific context.
- The exchanges on the articulation of these works with the energy policies’ other aspects such as public policy engagement in energy efficiency actions, the place of the energy issues within the existing statistical systems…
The project will continue with the presentation of the works in a decision-makers round-table and the publication of regional and national reports. the publication of regional and national reports. This project on energy efficiency indicators’ elaboration aims to insure the sustainable provision of the indicators for the follow-up of the countries policies on energy efficiency.
