Technical report : Developing legal indicators to monitor the effectiviy of application of the Barcelona Convention

Plan Bleu and the International Center for Comparative Environmental Law (CIDCE), accredited partner of Mediterranean Action Plan (MAP), conducted a study in 2021 aimed at testing the feasibility and usefulness of creating legal indicators on the effective application of the Barcelona Convention. Three pilot sites (Tunisia, Türkiye and France) were selected as they met both practical and strategic considerations.

This study follows the request of the Compliance Committee in decision IG 24/1 of the 21st meeting of the Contracting Parties to the Barcelona Convention and its protocols, meeting in Naples (Italy) on 2-4 December 2019. This is the first time that the Parties to an international convention on the environment are expressly in favor of developing legal indicators in international law as well as in the application of a treaty in national law.
