Reforming Environmentally Harmful Subsidies : An Ecological Imperative and an Economic Opportunity for the Mediterranean

The Mediterranean is warming 20% faster than the global average, yet governments artificially sustain unsustainable economic models through Environmentally Harmful Subsidies (EHS) in fossil fuels, overfishing, and water.

To address these transboundary challenges, the Plan Bleu report assesses the impact of these public funds and outlines a roadmap for a just transition. The Briefing Note highlights the effectiveness of targeted reforms, citing Turkey’s successful reallocation of fisheries subsidies toward resource control, Morocco’s phased elimination of fuel subsidies coupled with green and social reinvestment, and the adoption of progressive, equitable pricing for desalinated water to safeguard household well-being.

Finally, the note emphasizes the need for a coordinated regional roadmap based on standardized national inventories and the simultaneous deployment of green economic instruments (targeted taxation, green bonds) in order to overcome political resistance and transform past subsidies into future investments.
