The INCORE-MED project, titled “Inclusive Coastal Resilience in the Euro-Med,” aims to strengthen the capacity of regional and local governments as well as civil society organizations to develop plans and implement solutions for coastal and marine management and planning. The main objective is to achieve climate adaptation and ecosystem-based sustainable development by fostering resilience in a deliberative and systemic way, while enhancing public participation and inclusive democracy approaches to prevent and resolve existing or potential conflicts. The project covers several Euro-Mediterranean countries, including France, Greece, Italy, Spain, Estonia, Croatia, and Portugal, with a total budget of €2,487,000, funded 80% by Interreg Euro-MED and 20% by the MTF. It is coordinated by the National and Kapodistrian University of Athens, in partnership with Plan Bleu, PAP/RAC, PI RERA, IUAV, Sardinia Region, Sciaena, Tallinn University, and ECO-UNION. The project runs from April 1, 2025, to December 31, 2027.
The project plans to transfer and adapt the Scenario Workshops and Adaptation Pathways (SWAP) methodology as well as Democracy Labs (DLAB) at four pilot sites in the Euro-Mediterranean region: the Catalonia region (Spain) with a SWAP workshop, the Algarve region (Portugal) with a DLAB, the Sardinia region (Italy) with both SWAP and DLAB workshops, and the city of Kaštela (Croatia) with a DLAB. These participatory methodologies aim to integrate democratic innovations into the governance of Integrated Coastal Zone Management (ICZM) and Maritime Spatial Planning (MSP).

The project outcomes will be integrated into the implementation process of the Mediterranean Strategy for Sustainable Development (MSSD) and within the framework of the Working Group for Maritime Spatial Planning (MSP) under the Barcelona Convention.
Plan Bleu and PAP/RAC play a central role in ensuring the transferability of project results. They also ensure the dissemination of results within Euro-Mediterranean institutional networks related to ICZM/MSP and the Mediterranean Strategy for Sustainable Development (MSSD). The project contributes to the visibility of the Barcelona Convention system and to the implementation of the MAP Work Programme 2026-2027, as well as to the MSSD 2026-2035, particularly regarding climate change adaptation, promotion of nature-based solutions, improved governance, and integration of climate responses into national and local development frameworks.
More specifically, Plan Bleu leads WP3 on integrating participatory processes into ICZM/MSP governance structures and coordinates all WP activities with the lead partner and all project partners. In WP1, Plan Bleu, together with PAP/RAC, will conduct a preliminary study on the governance landscape in the pilot sites, including policy analysis, stakeholder mapping, and institutional framework review. For WP2, it will lead the production of a synthesis report on nature-based solutions from participatory workshops, in collaboration with other partners. In WP4, Plan Bleu is responsible for drafting a policy brief and organizing a policy seminar in Marseille. It also coordinates collaborative activities with governance projects of the Mission for Natural Heritage, in close cooperation with the lead partner and the Interreg Euro-MED Joint Secretariat.
