From Knowledge to Action: Towards Sustainable Governance of Cruising and Recreational

The Pelagos Sanctuary, a tripartite Marine Protected Area between France, Monaco, and Italy, is a vital habitat for cetaceans, yet it faces increasing maritime traffic that generates growing pressures (collisions, noise, pollution). To address these cross-border challenges, the Plan Bleu’s Adapt-Pelagos project aims to reconcile economic attractiveness with biodiversity conservation, relying on regulatory and incentive-based tools.

The synthesis note highlights the effectiveness of measures such as the Sulphur Emission Control Area (Med SOx ECA) and voluntary incentives like the SEA Index®, as well as monitoring tools such as the NETCCOBAMS platform and its Visizone module.

Finally, the note emphasizes the need for better coordination across the Sanctuary’s various governance levels, using monitoring tools such as a set of harmonized indicators and strengthening regional cooperation (between managers and scientists) to overcome existing silos and ensure integrated management of the Pelagos Sanctuary.
