COP22 – 22nd Session of the Conference of Parties to the United Nations Framework Convention on Climate Change


Plan Bleu moderated several side-events during the 22nd Session of the Conference of Parties to the United Nations Framework Convention on Climate Change (COP22) held in Marrakech (Morocco), November 7 to 18, 2016.

The 22nd Session of the Conference of Parties to the United Nations Framework Convention on Climate Change (COP22) was held in Marrakech (Morocco), November 7 to 18, 2016.

COP22 took over the reins from COP21 during which important progress was made. It focused on action items in order to achieve the priorities of The Paris Agreement, especially related to adaptation, transparency, technology transfer, mitigation, capacity building and loss and damages.

Plan Bleu was present at the COP22 and moderated in particular the following side-events:

  • 11 November, 11:00-12:30 (Green zone): “ The UNEP/MAP Regional Climate Change  Adaptation Framework: a strategic approach to increase the resilience of the Mediterranean” : ” : This event aimed at presenting the instruments developed by the MAP-Barcelona Convention, the analyses and results obtained through the work in the Mediterranean region in terms of climate change adaptation and mitigation. Gaetano Leone, UNEP/MAP Coordinator  presented the Regional Climate Change Adaptation Framework, adopted by the 19th Ordinary Meeting of the Contracting Parties to the Barcelona Convention. Ms Anne France Didier, Director of Plan Bleu, presented the “Mediterranean Strategy for Sustainable Development 2016-2025” (MSSD) and the work of the MAP Components highlighting that the Mediterranean Sea and its coastal areas are part of the “nature-based solution” to adapt to Climate Change.   • 11 November, 15:00 -16:30 (Ziz Room,  Green zone): “Strengthening Climate Risk Monitoring:  A Method for Assessing Coastal Risk at Different Scales for the Mediterranean  ”
    The Mediterranean region is a climate change “hot spot” and it is essential to evaluate the role of climatic and non-climatic factors on coastal areas to understand the underlying risks and identify appropriate response measures. The session organized by Plan Bleu and MedSea Foundation had as main objective to present the development of a Coastal Risk Index and the results of its implementation throughout the Mediterranean basin and for local studies (including the coastal zone of Tetouan in Morocco and the Var in France). This session demonstrated in what extent the Coastal Risk Index is a robust tool that supports decision-making in adaptation to climate change in the Mediterranean coastal zone and its potentiality to be applied to other regions in the world.
  • 14 November,  11:00-12:30 (Green zone)  : “ Towards an experts group on climate and environmental changes in the Mediterranean (MedECC) ”. This event was facilitated by Julien Le Tellier, Plan Bleu’s Sustainable development Programme  Officer. Mediterranean  partners have supported  the scientists’ initiative in a high quality debate which has shown  everyone’s commitment to address the climate change challenge in the Mediterranean region.
  • 15 Novembre, 19:00-20:30 (Green zone) : “ Towards a Sustainable Mediterranean Economy “
  • 16 november:  ” MedClimate Day ». Organised by ENERGIES 2050 and its partners Plan Bleu and FEMISE/ Institut de la Méditerranée, this event was the opportunity to announce the publication of the “ Climate change challenges in the Mediterranean: turning constraints into opportunities for action”. Furthermore, the speech of Anne-France DIDIER, Director of Plan Bleu, helped in showing how  UNEP/MAP  could support this MedCopClimat initiative in its development, notably through the academic, NGO, businesses, civil society and collectivities networks with which Plan Bleu and the other Regional Activities Centers work to develop strategic frameworks, such as pilot operations and flagship initiatives facilitating tangible progresses in the field. The Mediterranean Strategy for Sustainable Development (MSSD), the Regional Climate Change Adaptation Framework,  the  Integrated Coastal Zone Management Protocol , the Specially Protected Areas and Biological Diversity Protocol and the Action Plan on Sustainable Consumption and Production  were thus  presented.

  • “ Mediterranean Climate Agenda of the COP ”
  • 11 November, 16:45-18:15 (UN Pavilion Observer room):  “ Climate Change and energy transition in the Mediterranean Region: opportunities through NDCs cooperation ”
  • 12 November, 9:00-10:30 (Green zone) :  “ Award ceremony of Mediterranean Climate Change Adaptation Trophies”
  • 15 November, 10:00-10:45 (Green zone):  “Which actions of the territories for coastline conservation in the Mediterranean region?  ”. Organised by IPEMED, this event is  an opportunity to highlights some initiatives carried out at local and regional level on stake-holders consultation and sustainable development of the Mediterranean coastline. The speech of Anne-France Didier, Director of Plan Bleu, concerns the “opening up of Mediterranean cooperation on coastline conservation: presentation of ICZM Protocol and of the activities carried out by UNEP Mediterranean Action Plan and its Regional Activities Centers ”.
