The association "Plan Bleu for the environment and development in the Mediterranean"

Plan Bleu is both a French non-profit association (under the 1901 law) and one of the seven Regional Activity Centres of the Mediterranean Action Plan (MAP), coordinated by the United Nations Environment Programme (UNEP).

As an association, Plan Bleu operates in an open and collaborative way. Its governance model encourages the participation of a wide range of stakeholders, including public institutions, local authorities, researchers, independent experts, economic actors, and civil society organizations. Together, they work to preserve natural resources and ecosystems, promote more sustainable lifestyles and production methods, support territorial adaptation to climate change, and enhance the natural and cultural heritage of the Mediterranean. This associative framework strengthens its ability to mobilize diverse expertise, build strong partnerships, and support the implementation of concrete initiatives tailored to the needs of Mediterranean territories.

As a Regional Activity Centre of UNEP/MAP, Plan Bleu enjoys strong international recognition. Its mandate falls within the framework of the Barcelona Conventions, which bring together Mediterranean countries around common objectives for the protection of the sea and the sustainable development of the region. In this role, its main missions are to monitor and analyse major regional trends, to conduct forward-looking studies that anticipate future changes, to support the design of innovative public policies, and to foster dialogue among Mediterranean countries.

The Board of Plan Bleu acts as the association’s governing body. It defines its strategic directions and implements its overall policy. The Board is responsible for safeguarding the general interest that underpins the association’s mission and ensuring that its activities are conducted in line with that mandate. It represents the association in dealings with third parties and in all acts of civil life.

The Board’s responsibility in managing the association is the counterpart of its role as a decision-making . Its members bring scientific and administrative expertise in the areas of Plan Bleu’s work, such as foresight studies, economic and legal analysis, sustainable development, and the application of the Barcelona Convention. They are tasked with ensuring the quality and integrity of Plan Bleu’s work.

The President of Plan Bleu may delegate management responsibilities to Board members or to staff of the association as needed.
