Following the adoption of the MSSD 2016-2025 by the Contracting Parties to the Barcelona Convention during their 19th Ordinary Meeting (Athens, Greece, 9-12 February 2016), Plan Bleu is pleased to share the 3rd Stakeholder Newsbrief related to the MSSD Review process.

MSSD 2016-2025 is the result of over two years of intensive collaborative work within the MAP system. Involvement, support, and substantial contributions from many regional and national organizations and stakeholders was crucial to develop this important document. This stakeholder newsbrief represents a unique occasion to congratulate and thank all of them for their support and effort for making that possible. Although facilitated by the MAP system, it is the participation of all stakeholders that will play a decisive role in the delivery of the Strategy, from national and local governments to civil society, academia, private sector, and the support of regional institutions. That is why we rely on you to maintain your valuable commitment for the implementation of your Strategy! 

COP19: Adoption of the  renewed Mediterranean Strategy for Sustainable Development (MSSD 2016-2025)

At their 19th Ordinary Meeting (COP19) held in Athens, Greece, 9-12 February 2016, the Contracting Parties to the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean (Barcelona Convention) adopted the renewed Mediterranean Strategy for Sustainable Development (MSSD 2016-2025). 

16th Meeting of the Mediterranean Commission on Sustainable Development (MCSD)

On the 9, 10 and 11 June 2015, the Moroccan government kindly hosted the 16th MCSD Meeting in Marrakesh. The main goal of the meeting was the MCSD endorsement of the draft revised Mediterranean Strategy for Sustainable Development (MSSD 2016-2025) following the comments addressed by the participants at the Conference on the Review of the MSSD held in Floriana (Malta) on 17-18 February 2015. More information ...

Side event - IVth Mediterranean Forest Week

Taking advantage of the IVth Mediterranean Forest Week (MFW) held in Barcelona from 17 to 20 March 2015, Plan Bleu organised a side-event related to the MSSD review process. The objective of this consultative session was to discuss how forest key messages and tools, such as the Mediterranean Forests Strategic Framework (MFSF), could be integrated into the new MSSD. Julien Le Tellier presented the MSSD Review process, focusing on "Natural resources, rural development and food” theme. Jeremie Fosse, thematic expert, presented the chapter on "Transition towards a green economy", representing the guideline of the IVth WFM. Stakeholder Newsbrief N°2: MSSD review, February 2015

This Second issue of Stakeholder Newsbrief summarises the work done after the Meeting of the MCSD Steering Committee (Malta, 11-12 June 2014), where a provisional vision and structure for the revised strategy were recommended. This Newsbrief focuses on the outcomes of stakeholders' consultation, particularly on the drafting of revised MSSD sections through Thematic Working Groups (TWGs) activities.  

Conference on the Review of the Mediterranean Strategy for Sustainable Development, February 2015, Malta

The Maltese Government kindly hosted the Conference on the Review of the Mediterranean Strategy for Sustainable Development on February 17 and 18, 2015. Plan Bleu Participation at the Climate Meeting of the Mediterranean local and regional elected representatives in Marseille,  11th December 2014

This meeting was held in Villa Méditerranée in order to prepare the Mediterranean contribution to the Conference of the Parties of the United Nations Framework Convention on Climate Change (COP21) in Paris in December 2015. Plan Bleu introduced the ongoing MSSD review process, and notably presented the outputs of the stakeholders’ consultations concerning this thematic area “Climate Change”. UNEP/MAP Secretariat’s participation at the conference of European Sustainable development Network, Roma (Italy), 6-7 November 2014

On the November 6­-7th, the European Sustainable Development Network (ESDN) held a conference in Roma (Italy) “A renewed policy framework for sustainable development – The international Sustainable Development agenda and its impact on Europe”. At this occasion, the UNEP/MAP Secretariat was invited to introduce the ongoing MSSD Review Process. In the framework of MSSD Review Thematic Working Group 5 (TWG5), and in close collaboration with the Coordination Unit of the Mediterranean Action Plan and the Regional Activity Centre for Sustainable Production and Consumption, Plan Bleu organized a Consultation Workshop on Green Economy, in Marseille, France, on the 30th September 2014. This First issue of Stakeholder Newsbrief summarises the outcome of the MSSD review consultation process (Phase 1 of the review) undertaken in April-May 2014 and shows how this consultation informed the discussion on structure and vision.


11-12 June 2014: 15th meeting of the Mediterranean Strategy for Sustainable Development (MCSD) Steering Committee

An important step forward in reviewing the Mediterranean Strategy for Sustainable Development (MSSD 1.0) was taken by the Steering Committee of the Mediterranean Commission on Sustainable Development (MCSD) during its meeting on 11th and 12th June in Malta, when a provisional vision and structure for the reviewed strategy were recommended.

During this meeting, the MCSD Steering Committee approved the vision and structure that will guide the formulation of the revised MSSD over the next year. It also recommended that the revised MSSD focus on the following thematic areas:

  1. Seas and coasts; including efforts towards reaching Good Environmental Status of Mediterranean marine and coastal ecosystems
  2. Natural resources, rural development and food; including links not only to marine and coastal, but also terrestrial habitats, and to fresh waters
  3. Climate; including the impacts of climate change on natural resources and socioeconomic sectors and possible responses
  4. Sustainable cities; including coastal urbanisation and Integrated Coastal Zone Management, land transport, waste management, infrastructure, housing and energy
  5. Transition towards a green economy; including sustainable consumption and production
  6. Governance, including financing, Aarhus Convention–related issues such as public participation, and cooperation.

10 April - 9 May 2014: First stakeholders’ consultation

From 10 April to 9 May 2014, a wide consultation process has been carried out about the assessment of MSSD 1.0 and possible issues and vision for MSSD 2.0. To facilitate stakeholders’ participation, a consultation document that provides background elements, proposals and questions is available online.

14th February 2014: Launch of Mediterranean Strategy for Sustainable Development review process 

In their 18th Ordinary Meeting held in Istanbul, Turkey (December, 2013), the Contracting Parties to the Barcelona Convention requested UNEP/MAP Secretariat to launch the process of the review of the Mediterranean Strategy for Sustainable Development (MSSD) with a view to submitting a revised MSSD for consideration and adoption by the Contracting Parties in their 19th Meeting (COP19) that will be held in December 2015 in Greece. The MSSD review was formally launched in Malta on 14 February 2014 by the Maltese Minister for Sustainable Development, Environment and Climate Change, Mr Leo Brincat. The technical work supporting the review of the MSSD is being carried out by the UNEP/MAP through its Plan Bleu Regional Activity Centre, with support of other regional activity centres. Press Release (French/English/Arabic)
